Spawns in highsec storms. Can be upgraded depositing a Cryostorm Clarifier into Sansha's Transit Modulator.
Base sites (no upgrade) spawn a boss with 2m ISK bounty. For upgraded sites about 30% more rats spawn with the wave, boss has 3m ISK bounty.
